Department of Homeland Security Warns Airlines of New Shoe-Bomb Threat

02/20/2014 (United States) – The Department of Homeland Security issued a warning on Wednesday, 19 February, to airlines flying to the United States about attempts to smuggle explosives onboard in footwear. Security officials said the warning was not related to specific intelligence indicating a plot to use a shoe bomb was in progress. The alert contained no information on which country the flights would originate from as well as the time, departure or airlines targeted.

The risk rating for the United States is currently LOW. The latest advisory comes after authorities told airlines to monitor for explosives hidden in toothpaste tubes on direct flights to Russia. The US Transportation Security Administration (TSA) has temporarily banned all liquids, aerosols and gels from carry-on bags on nonstop flights to Russia. The warning on 6 February came ahead of the Winter Olympics opening ceremony in the Russian city of Sochi. Security officials confirmed Wednesday’s advisory is unrelated to the Winter Olympics.

Islamist militants linked to al-Qaeda have attempted to blow up US-bound airliners using bombs hidden in their clothes or shoes. On 22 December 2001, British National Richard Reid failed to set off explosives concealed in his shoe on a Paris-to-Miami American Airlines flight. On 25 December 2009, Umar Farouk Abdulmutallab of Nigeria tried to detonate an explosive hidden in his underwear on an Amsterdam-to-Detroit Delta Airlines flight. A plot uncovered in May 2012 involved another underwear bomb that was to be detonated on a transatlantic airliner. Al-Qaeda has since threatened to carry out more attacks on the United States.

Travellers are advised that the heightened security measures at airports with direct flights to the US may result in an increase in checkpoints and other measures that can pose delays to travel. Report any suspicious object, package, person or activity to relevant authorities. Clients are advised to remain vigilant and stay abreast of security developments related to threat warnings that could adversely affect personnel and asset safety, travel plans and business continuity.
